The sidebar is part of the Vista setup, Google have their own version as well, if you are running windows XP then there are downloads that you can use;

Log in to see links

You can customise the sidebar to include the items you wish, there are 100's to choose from and they are continually updating them.

It is off line, it will always be on your desktop ( You have option to show or hide), the one you can see in Aarons desktop is the google one that i have given the link for,
