If you have Nero StartSmart, start it up, select "Audio" -> "Encode Audio Files" and the program will load. Import your mp3 files and where it says "Output file format", select MP3. Once selected, click "Settings" to the right and choose a suitable rate such as: 56 kbit, 22050 Hz, stereo. Once you're ready, click "GO".
You can also lower bitrates in freeware programs such as Audacity of which there is a tutorial on the forum for this.

Oh, in that case - start up the program (it says Welcome to Nero!). Then move your cursor over the music note icon and it will highlight it with the word, "Audio". Below that you will see "Encode audio files"... etc.
