Not all are blocked... Megaupload, Depositfile, Fileserve, Filestube are... and I use Megaupload quite alot.

Even though sharing is in most cases stealing, it should be allowed (as Yahoo did through messenger). Still, I'm pretty sure not all of the file sharing sites were blocked
You tried general-search.com/net or phazeddl.com ?
I'm currently using Hotspot Shield to bypass the bans, so I can download no problem... but not everyone here knows how to use VPNs/proxies.
