what does unlocking a phone mean?
and can it be done with a Samsung Instinct?

basically unlocking a phone is that you remove the SIM Card restrictions from your phone. EG. You can use any SIM card for your phone.
This can be done for any phone, either by phoning your service provider or do-it-yourself (not recommended for beginners)

In some countrys the phone manufacturers and network operators have deals, and a particular phone can be used with only a particular network. In order to use it with any other network, it must be "unlocked". You can't unlock a phone if it's not locked beforehand.

I think it means to recover your phone to its original state after f**king it!

My Instinct does not have a sim card can it be "unlocked"?

If it has no SIM Card then Im guessing its CDMA
, In that case it can not be unlocked... 
Only GSM phones can..
