Well strictly speaking it's not windows who provide the disk(s) it's the company who made the PC or Laptop.

I got one with my toshiba laptop..
which came in handy when i got a virus a couple months ago..
I just used that and reformatted.

Maybe he should just try to use System Restore (Programs > Accessories > System Tools > System Restore).....
