You CAN make the installer file, which is what they were asking, first download any old .jad file from any game, and delete everything before the square which says about the file size next to it,...

Because a lot of them are from the "forbidden" vendors such as Gameloft, if they are hosted remotely, Mobiles24 can't have legal action taken against it for uploading these files for free.
