Leveling up is the same as Fallout 3.
But this time around you get to choose a perk every two levels instead of one.
Some books are permanent and others aren't.
And yes the level cap is 30, though it may be raised to 50 with DLC.

So do I, I completed it yesterday. (NCR)
Now I'm wondering the wasteland looking for quests.
I finished with the NCR as well.
I've even completed all side quests I think... :blink: since I've explored every single locations on the map.

I've got a load still undiscovered, I blame the explorer perk, it puts you off almost.
So the game is not hat big then? :(
It's about the same as Fallout 3, just that you can fly through the main quest if you go for it and stick with one faction.
I've only discovered about 60 places.
But that's because I wanted to get the story out of the way.
I can take my time to explore now.
