That isn't good, try this:

Go into start, click run, and paste this:

REG add HKCU\Software\Microsoft\Windows\CurrentVersion\Pol icies\System /v DisableTaskMgr /t REG_DWORD /d 0 /f

This is normally caused by virus software, do a virus scan once you've got task manager back.
