As with the car handling you can upgrade the car(s) to handle better.

Depends GTA 4 is more realistic,but it becomes boring due to that,while Saint's Row 2 is more arcade and provides more fun,overall Saint's Row 2 wins in my oppinion,the only flaw like his counterpart is that is that his optimization for the PC is not so good.
